Healthy Homes Grants

The following information will be of most relevance to older people who own their own homes:

Healthy Homes grants Grant funding is available to vulnerable residents in Knowsley to improve elements of their homes which are deemed to be creating a health hazard. Examples of work successfully funded in the past includes new windows, doors, kitchens, bathrooms and roof repairs. The grants are administered by Knowsley Council.

The eligibility criteria

Applicants must own their own property (with or without mortgage) and have lived there for at least three years. They must be:-

• Aged 65 or above, or

• Aged 60 and above and in receipt of an eligible health-related benefit (where the health condition is affected by a housing related hazard and where the removal of the hazard would improve the health condition.

The conditions

The grants have 20 year conditions attached. This means that once the grant has been paid the amount will be held as a charge against the property for the next 20 years. Homeowners will not be required to repay the grant unless during this 20 year period the house is sold or left empty for a period of time (exclusions do apply in certain circumstances eg. probate but each case is taken on its own merits). The charge is explained in full to applicants before the work proceeds. If the applicant has a high income they may have to pay a contribution towards the work rather than receiving the full grant. This will be explored during the application process.

The process

An officer from Knowsley Council will need to carry out a survey on the property and the applicant will be required to fill in an application form and produce various documents in order to verify eligibility. These include:-

• proof of ID,

• national insurance number,

• proof of ownership of the property,

• income and any entitlement to benefits.

If the application is successful the applicant will need to collect two quotes from contractors who can carry out the work. The cheapest quote is selected and the work can begin. A second survey takes place once the works are complete.
